Business Development Manager and WASH Specialist

Tim is a water and sanitation specialist, with extensive knowledge and skills related to the sustainability of WASH systems. He has more than 25 years professional engineering experience, which includes over 20 years working in low-income countriesand fragile states. His experience includes multiple categories of humanitarian crisis and response, protracted disasters, post emergency planning and long-term development.
Tim’s core competencies include: Cluster level coordination, needs assessments, programme design and management, monitoring and evaluation, community engagement, hygiene promotion, social accountability, and capacity building.
Tim has worked for several humanitarian-centred organisations, focusing on WASH and water governance. He also has extensive experience in coordination at the Global WASH Cluster level in several countries. He is a long-standing member of Registered Engineers for Disaster Relief (RedR) and has worked as a senior adviser in several INGOs and United Nations agencies.
Tim has a long history of working in both rural and urban contexts, including major water and sanitation projects, humanitarian responses, business case preparation and supporting water utility and institutional reforms. During his career, Tim has also worked on several renewable energy projects and is a committed environmentalist.
Tim has also undertaken several programme reviews, written a number of learning documents, contributed to several research projects, been involved in strategic programme designs, and organised several knowledge sharing forums. A current research strand is looking at sustainability issues in humanitarian settings.
Tim received a ‘Mastère Spécialisé (MS)’ from Ecole National du Génie Rural, Eaux et Forêts, in Montpellier France, for his thesis on The Use of Hydraulic Modelling in Systems Analysis. In addition to his MS, Tim holds a BSc in Combined Engineering Studiesfrom Coventry Polytechnic, and a MSc in Energy Conservation from Cranfield University. Tim speaks English, Bahasa Indonesian, French, Spanish and Portuguese.

Singe Day leads Oxfam Consults' climate and water initiatives. With over 25 years of experience in natural sciences, engineering, and water resource management—including water, sanitation, and hygiene—he has dedicated his career to advancing basin and sub-basin water management, farmer-led irrigation, and both urban and rural water supply systems, as well as sanitation and hygiene programs. He possesses significant expertise in emergency response, post-emergency recovery, and long-term development programming, serving as a researcher, practitioner, and evaluator.
Singe holds a bachelor’s degree in civil engineering with a focus on river engineering and wastewater. He further obtained a taught master’s degree in water management and completed a PhD in Water Resources Management, both from Cranfield University. He is a Chartered Engineer and Chartered Water and Environmental Manager.
His interests have consistently centered on water management and the significance of addressing water issues at the local level, with active participation from societal groups—particularly in fragile and challenging environments, and especially among disadvantaged communities.
Before focusing his career on water and poverty issues, he served in the United Kingdom’s Parachute Regiment.
Asenath Kiprono
WASH Portfolio Manager
Country Experience: Ethiopia, Iraq, Jordan, Kenya, Lebanon, Nigeria, Somalia, South Sudan, Sudan (Darfur), Uganda.
Asenath is a specialist in water supply and solar systems planning, design and implementation. She has more than 14 years engineering experience, including 10 years working in the private sector and over 4 years working in low-income countries and fragile states. Her experience includes leading the design and implementation of solar powered water systems for governments and aid agencies in both humanitarian and development contexts.
She has led the development of capacity within the WASH sector through development of reference material, documents, tools, standards and guidelines for quality implementation of sustainable water systems using solar energy.
Asenath has championed the mainstreaming of solar energy for water supply, by raising awareness among various stakeholders, including building evidence on its sustainability and cost effectiveness. Her work building the capacity of WASH engineers on solar energy has expanded its application in refugee camps, Internally Displaced Persons camps and marginalised rural communities for improved water service delivery.
Asenath holds a degree in Civil Engineering from the University of Nairobi, as well as professional learning on the topics of solar photovoltaics, solar water pumping, water resources management and policy, climate science, public private partnerships that are crucial for planning, design, financing and implementation of sustainable water systems. She also has an MBA in entrepreneurship, focusing on support for small businesses in expanding access to renewable energy.
Feven Addis
Business Development Officer
Feven Addis is a Business Development Officer at Oxfam Consults, supporting the
development, coordination, and delivery of consultancy services across a wide range of
thematic areas. Based in Addis Ababa, Ethiopia, she works closely with consultants, technical
teams, and country offices to support proposal development, contracting, invoicing, and
compliance processes, ensuring the high-quality and timely delivery of consultancy support.
Feven brings extensive experience working with international and regional teams across
Africa and globally. Her work has involved supporting consultancy projects focused on
climate change, economic justice, gender equality, and safeguarding, as well as managing
complex administrative and financial processes for multi-country assignments. She is highly
experienced in coordinating multiple stakeholders, managing consultant rosters, and
supporting project implementation from inception through to delivery.
She holds a Bachelor of Arts in Political Science and International Relations and has a strong
background in business development, operations, and remote project coordination. Feven
has a keen interest in systems improvement, process efficiency, and supporting inclusive and
impact-driven work. She is particularly interested in initiatives that advance women’s
empowerment, climate justice, and equitable development, and is committed to supporting
consultants and teams to deliver high-quality, ethical, and context-responsive work.
Yuki Morikami
Business Development Officer
Yuki is a Business Development Officer at Oxfam Consults, responsible for operationalising key business development functions for the organisation.
He supports the Business Development Team in the growth and expansion of the Oxfam Consults programme, providing support across administrative, communications, procurement, HR, and finance-related processes.
Yuki completed his undergraduate degree in Japan and went on to pursue an MA in Social Development at the University of Sussex in Brighton. He speaks Japanese and English.
