In April 2021, Oxfam Consults undertook a Mid-Term Evaluation (MTE) of the Tajikistan Water Supply and Sanitation (TajWSS). The main purpose of the MTE was to conduct an independent review and assess the overall achievements and the quality of implementation of phase III of the project, financed by the Swiss Development Cooperation (SDC).

The MTE exercise was carried out in the Kulab, Muminobad and Rudaki districts, where a number of villages, schools and health centres were visited. Oxfam Consults adopted the guideline for evaluations based on OECD/DAC criteria, namely: relevance, effectiveness, efficiency, impact and sustainability.

A series of recommendations and lessons learned were presented to guide the project stakeholders, and also to guide future WASH project designs. A key recommendation was to ensure that the successes and the lessons learned from the project were recorded and disseminated through a variety of channels, not only to inform those involved in the provision of WASH services in Tajikistan, but also those involved in financing and implementing WASH programmes at a global level. The final report was submitted to Swiss Development Cooperation (SDC) in June 2021.
