In 2019, Cyclone Idai left a trail of destruction in parts of Malawi, Mozambique, and Zimbabwe, leaving hundreds of thousands of families homeless and millions facing an arduous recovery path.

Recurring droughts have adversely affected cereal production in the region, such that traditional exporters like Zambia and South Africa reduced their exportable surpluses from 7.5 million tonnes to 1.4 million during the 2019/20 marketing season; Zambia went from having a surplus of 1.8 million tonnes to a deficit of 0.3 million tonnes. In Mozambique, the conflict in Cabo Delgado continues to be the main driver of food insecurity as an increasing number of Internally Displaced Persons need emergency food assistance. The displacement caused by the conflict and insecurity has left many people in Cabo Delgado with no access to their lands and no means of earning a living.

Oxfam Consults worked closely with Oxfam Mozambique to perform a detailed desk review of the project’s design and implementation procedures.
